Quick Question: 18D keysets on Samsung iDCS 100

Of the 6 sets in our Samsung setup, only two allow me to "Program". On all others, I cannot type the number 3 after pushing TRSFR. If I type TRSFR (ot Transfer) 315, I only get to type "15". The keyset ignores the "3". Is there a way to enable other phones to access programming?
