Quick overflow group question 2

Hey guys! I have a system where the main hunt group(Tier 1) overflows to another hunt group which includes all the Tier 1 users from the main as well as some other "Tier 2" users. The overflow happens just fine when all Tier 1 users are on the phone, but when Tier 1 people hang up they aren't presented with the call that overflowed even though they are in the overflow group. The Tier 1 group is a Longest Waiting group and the Tier 2 group is collective ring.

I'm sure it's something simple...any ideas?
 
What is the no answer timer on the collective group?
Put it lower and see what happens.

It was set to system default 15, but now its set to 6 which I suppose is the lowest it'll go.
What's the concept behind that?
 
Put the users from Tier1 also in the hunt group of Tier2

The Tier 2 group includes all the Tier 1 people, I just double checked that to make 200% sure. I'll test and let y'all know!
 
When you have a call when a new call arrives then the phone will not ring until the no answer times is done.

You guys are once again the heros! I changed the timer in the Tier 1 group to make it work...although it is curious that it won't let me go below 6 seconds(maybe a ring cycle thing?).
