I'm not trained on Nortel kit whatsoever but my company has a meridian option 11 where they want a "held in a queue" type message for the main incoming number. Although it has call pilot I was told that using that method would put the caller to the back of the queue after each time they were sent back after hearing a recorded message. That's a non-starter obviously.
