Queue filling up messages from external senders to external recipients

I have this problem where Queue keeps filling up with messages that are sent from external various addresses to external various recipients. I have enables sender and reciever filtering, I have enabled IMF and since these messages were generating NDR's I just disabled the NDR reports. Still after that I see the queue filling up with those messages, Any idea why this would be happening? Thanks

Check if you are a relay.

I have only allowed 2 internal ip's that are scanners to email to be able to relay. that is it. so I don't think i am getting relayed.

by the way I just tested my server for open relaying at

http://www.abuse.net/relay.html

and it passed (didn't relay anything I mean)
