Questions regarding POA speed

We have an SMTP Gateway as well as an internal Groupwise 5.2 post office domain. The Gateway resides on a preety low end server yet its "processing spinner" just flies. The POA, ADA, and MTA reside on a server that has at least ten times the CPU speed, available RAM, and drive space, yet the "processing spinners" on these revolve at an agonizingly slow pace and from time to time becomes so bogged down that they appear to stop. Sometimes a server reboot is required to regain some speed but never anything approaching the apparant speed of the Gateway. Can anyone explain what is happening or the reasons behind this lack of speed?
 
There is nothing between the Gateway Server and the Groupwise Server. There is Anti Virus Software running on the Groupwise server but not on the Gateway as it is protected by servers on either side.
