questions about timers

Hi,

I have a IPS 2000 and I'm all confused about the timer setting.
The IPS is connected to an AD-64.

I want my internal call to ring 4 times and go to VM.
So I set the timer like this:
410>15:03

The problem is when it's an external call that the AD-64 forwards it only rings 2 times (about 12 seconds).

How can I have the same number of rings no matter if it's an internal or external call?

I've tried many things without success.
