How can identify univocaly a computer?

You're stretching my vocabulary, but the general way to uniquely identify a computer from any other in the world is by the MAC address of it's ethernet adaptor (assuming it has one). These are globally unique - at least they're meant to be. Rumours have it that some cheapo companies avoided the costs of registering themselves or whatever, and simply made up their own sequence of numbers.

As to how to get the MAC address via delphi is beyond me. Try searching or delphi32.com for a suitable component.
