When I connect to the internet with a 56k modem, I usually end up connecting somewhere around 26kps due to poor quaility of phone lines in my area. My question is this. If I connect at 26kps, shouldn't my downloads be around this rate? When I'm downloading, the file download box tells me that I'm transfering at a rate of about 2.5kbs. So why do I download files at 2.5 Kbs but have a connection of 26?

when connecting the speed is shown as 26 kilo-bits per second. when downloading it is shown as 2.5 kilo-bytes per second. 8 bits = 1 byte so you're downloading at about 20 kbps. remember when you connect the speed WILL fluctuate throughout the duration of connection. i hope that helps you better understand.
