Question re: Layers and highlighting

I'm feeling a bit moronic.

I have been using Photoshop 3.x (Mac) for years now and recently switched to PC. When I bring up an image and try to perform a simple task, it leaves the image unaffected.
For example, when I highlight a portion of the image and attempt to drag the selection, the highlight box moves, but the image remains intact.

I'm sure it has to do with layers, but I'm not sure. (On my mac, I just dragged and dropped)

If I copy the selection into another file, it will paste, but the selection will lose it's highlight, making it impossible to move around.

Any suggestions would be appreciated!

Right next to the marquee tool (upper-leftmost tool), that you use for selecting an area, there's the move tool. After you select a portion of the image, switch to this tool and click-drag. That will allow you to reposition the selected element on your chosen layer. As for the second problem, when you paste an item into another image, it pastes to a new layer. To reselect the item, control-click the layer the item is on.
