Question re: failover in case of no voicemail channels available in Essential Edition

Hi all,

I have a customer using Essential Edition on 9.1 with licensing for all 6 voicemail channels with all calls answered by AA. Is it possible to create an automatic failover location in the occasional event that all 6 channels are in use so that incoming calls would be routed to a central answering position? Customer is a non-profit and can't make the business case to upgrade to Preferred Edition for the occasional requirement of an additional 2 voicemail channels.
