Question mark to prompt for file name...

In Windows 95, you could use the "?" in the shortcut properties of a DOS program to have it prompt you for a file name. I am now using Windows 2000 and this no longer works. I cannot find an equivalent to this anywhere. I have spent a week looking through the Microsoft help site as well as various other places on the net with no sucess. Anyone have an idea of how this might be done short of writing a VB or Delphi program?
