question about Tobshiba Hard drives....

I am an owner of a Compaq presario 1700 that has a 20 GB tobshiba Hard Drive in it (confirmed it by taking it out of the system) and I really need to low level format it since I am having problems with putting an operating system on it and high level formatting it as well. I have encounted problems like this before and the low level format has fixed it

The Problem is that I am having trouble finding the hard drive utilities for this tobshiba made drive... I have tried looking on their site and I have not been able to find anything. Does anyone know where I can find a copy of the tobshiba HDD utilities?? and also do they even make software to low level format their HDD's?? also checked compaq's website and they don't offer any for download either.

Also if they don't make special utilities, is there any type of 3rd party software that can low level format without having windows/dos installed on the HDD since it won't take an OS no matter what I do.

Any information that you all can give me woudl be very helpful. Thanks in advance
 
I believe you can go to IBM website and i am pretty sure they have a program that will do that on all hard drives, i just cant remember the name of it off-hand, but its likely still there.

It says that it's a tobshiba drive and it has that all over the actual drive. another question that I have is does it really matter which low level format utility I use..... or are they pretty much the same this is kind of a last resort thing and basically if this does not do the trick, i need to get a new HDD. Thanks for any info that you all can give me.
 
I do believe that you should use the one that goes with that mfgr. Its just that, over the years, i have heard about the fact that, i believe its IBM, has one that will work on any drive.
Im not totally sure but i am pretty sure there is a h drive prog there at IBM that can be used on any h drive, im just not sure if it will do a low level format, but i think it does.
