Initially, I thought that scenes were a way to allow Flash to manage multiple "movies" within a single file. However, instead it looks like each Scene is simply stacked in order onto the _root timeline and then executed. There seems to be no automatic variable stack cleanup between scenes. Perhaps a "Scene" is simply a way to organize the layers of sequential parts of a timeline?

Thoughts?

That's exactly what they are - they're useful for sectioning off particular, self-contained parts of a movie such as a preloader to keep it out of the way when you're working on the main part of the movie.

I use them to arrange longer frame by frame animation sequences too but other than that they don't perform any 'housekeeping' duties and Flash itself basically ignores them.

I you want to manage multiple movies use 'loadMovie' or 'loadMovieNum' to bring external prepublished .swf files into the current movie.
