Question about network bandwidth

Hey just wondering what you guys think.

I had a question on a interview today.

"How would you troubleshoot internet slow down around a certain time of day. How would you monitor if people were streaming audio. And how would you determine what type of bandwidth would you need"

I was a little stumped. I said you can limit outbound ports, create group policy to deny streaming audio. iI also said if a proxy server was used (isa) auditing could be turned on. Since they do not have any cisco products, only dell switches and a firewall I did not have any good answer. If it was cisco you could use their software to monitor usage etc.

The gateway was through a router not a server.

What do you think about this and how would you monitor who is doing what?

As far as bandwidth I told them a T1 would work for about 90 users.
