question about IP peer networking

Signaling server of A site acts as main NRS using SIP license. Is it possible for another site who use H.323 license to register on A site NRS? If not, do we need to add H.323 license in A site system?
Another question, if the system has 8 SIP and 8 H.323 license. How do I config the VTRK on virtual loop?
I kind of don't understand the H.323 or SIP license is for the virtual trunk we set on virtual loop or the NRS.

Can any professinal guy help me to explain the IP peer networking? Thanks in advance....

Yes you need both h323 and SIP licenses in site A
You need only one Virtual DCH for both h323 and SIP trunk
