Question about Database Password

I know that after you mess with the start up options you can bypass that by holding down the shift key when you open the database. Does that work for the database password that you can set up it tools > Security > set database password? just curious. If this is the case does anyone know a fairly simple way to set up security on the database?

Another note that I'm not sure is in the faq--the Database Password is alarmingly easy to hack.
