Question about contact closure on UTC, Opt 11

I am trying to figure out how to program/setup a Universal trunk cartridge port to be a contact closure to be always closed- and vice versa, if possible. I've been trying to get an answer to this from local sources, but no luck- hoping someone on here can help me out. I've been told it can be done, but no one knows how!
