Question about APC Smart UPS 700

I work for a small business to business call center and i am the database admin. Our IT is outsourced.

Now my IT contact is saying we need to replace 2 of our APC smart UPS 700. He said that they are flashing indicating a control problem.

Now the 5 battery lights are blinking on both of them. Also 2 load power lights are on and the online light are on.

does the 5 blinking battery lights indicate a problem?
