Question about allowing an application "exception"

Hi everyone-

Want to know how to do this for a single user that is in a domain that has a GPO applied that locks down IE to keep them from really doing anything... every option is greyed out. They cannot make any changes to their default IE settings (beyond what have been changed to protect them for security reasons).

Allow paste operation via script.
Under Internet Explorer settings.
Security Tab -> Custom Level ->

This is required for a web application that prompts a user up to 30 times before he can access it. He would like this set to allow.

Is this even possible to enable this for ONE user without enabling it for everyone?
