Question about a network

My company has a vpn setup this has been up and running for around 2 years. Yesterday we had more than 5 users in the office at one time. The connection would not let the 6th person log on unless someone else had logged off. The network does have a domain setup. I was wondering is there anyway to define how many users can connect internally to a network and externally and if so how.
 
Depending on the type of vpn some require licensing which this could be the issue.
 
I have 10 licenses but only 5 can connect internal and 5 external is there anyway to change this setting?
 
Well I need to know what you are using for VPN like a router, server or software.
 
It is a server using windows small business 2003. We have a cisco router that may be broadcasting the vpn but I don't remember this stuff from my classes on how to check.

1st you probably should tell us what kind of VPN: Microsoft ISA or Cisco ASA for example.
DHCP scope could limit users as well. Check that.

Kcbell thank you for your post. How would I get to the DHCP scope settings in microsoft sbs 2003. And it does have a cisco router. Maybe I need to log into this to change the setting I'm not sure.

Are you using any VPN client software to VPN into your company? This will help us understand what you have in term of VPN server. You have a Cisco router does not mean that your VPN connection is via the router. You need to tell us how to access the VPN then we may be able to figure out what you use as VPN server.
Nonetheless, DHCP scope of a Cisco ASA can limit the concurrent # of active users. I am sure it can do the same thing with Microsoft ISA as well.
 
jjr88 please give a more detailed description of your network as this will help us help you. You are being too unclear about this.
