Question about a banner problem

Hi,

I'm currently working on a banner for a web project. I know what I want to do but I'm having trouble getting it to work.

In my banner I have a picture of a Mountain peak in the background. I've managed to put a layer of semi transparent navy blue over it. I then added text to another layer but when I typed it out it looked funny, like it was semi transparent too, how do I create solid text to go over the background?
