Query on signal coverage

Hi,

Sometimes, in some areas, in-spite of having a considerable signal in the phone, we are not able to communicate(transmit/receive). Could anyone please clarify why is it so... ?

I have a few theories on this, I wouldn't use my answer as a good one -- simply speculation.

My first is that the call processor attached to the radio is being overloaded, resulting in the tower delaying or dropping responses to your phones connection

The other is software issues -- the phone gets confused trying to setup a call or lags. This would be essentially phone lag in my eyes.
