que routes call to two agents dead air

Getting random calls to two agents with dead air and just a trunk id. Just on one skill set/que. Calls come in to one site and are redirected over sip to another.
Long standing issue we cant recreate any help would be greatly appreciated.

What release is the contact center? is it on a CS1000 or a CM? I think I have seen this before..
