quality of photos poor

Rule of thumb Photos should be .jpg lineart or graphics should be .gif. When you save the .jpg try lowering the compression on it if your photo editor software allows you to. If you compress it too hard it will make the photo grainy or funky.
 
Front Page automatically compresses jpgs to 75%, so if you have already compressed them, they will get compressed even more. Right click on images and select picture properties, under the general tab on the right you will see compression set for 75%, change it to 100% and see if it makes any difference. Save your page first after changing it and preview in browser.
