Quad BRI to drive Fax Server

I need to set a Quad BRI in a Cx controller 4.1 Sp2 to act like a network ISDN service to connect to a BRI in a fax server.
The cxi recieves incoming calls on a E1 PRI and needs to route specific numbers out via the BRI to the fax server.

I have done similar with 2 PRI connections to connect to other pabx's but cant seem to get the BRI to be a Network Side.

I'm starting to think that the Quad BRI cant be set this way ?

Have been able to do this.

Here is the basics for the link. You will of course need to confirm what the other end is doing point to point and such.
