If a trunk is using a TIE is it possible to have QSIG wihtout a signaling group?

What's an easy way to see if QSIG is enable for a trunk?

q.sig is a variant of isdn protocol. it is not possible to have q.sig without signaling group but it is possible to have one or more ds1 trunks without signaling channel using non-facility associated signaling. but for a q.sig trunk group to function there must be at least one signaling channel over one of the ds1s.
an easy way to see is to use 'disp trunk' command and check 'group type' field, it must be 'isdn', and look at 'supplementary service protocol' field, it must be 'b' for q.sig. both fields are on the first page of trunk group form.
ds1 settings for q.sig are also differ.

yes, definitely it's not q.sig and not isdn at all. it is a tie trunk using channel associated signaling, most probably the one called 't1 service' in u.s. if i understand anything. :)
