Qpopper bulletins

I've installed qpop 3.1 on RedHat 7. The normal functions seem to work ok. I've configured in bulletins but can't seem to get them to work. If I create a file in the bulletin directory, and paste in an existing message from a spool file, it will work. If I then copy that file and edit it (changed the dates and the subject and incremented the name of the file by 1) it won't work. Is there some rule that I'm missing? Also, I noticed that there is no .popbull in the user's home directory even after I get it to download one of the bulletins. Should there be? If I configured in groups, do I have to always use them? Can I just use 000001.testbull as a filename? All of the bulletin stuff was configured to the defaults.

Have to be careful with the header line. Spacing, etc. is important.

was how it needed to be. When I changed the date, I took out one of the spaces, that was bad.
