QoS over ATM Network??

I have a Meridian 1 switch using VoIP over an ATM network. We are attempting to get QoS up and running over this ATM network. Access to the ATM network is through Sonoma Univeral Edge devices (624 at remotes and 612 at Central Office). My consultants are telling me that putting QoS on the Business Policy Switches (2000s) and getting the proposed Cisco routers installed with QoS still will not allow QoS to run over the ATM network. They are stating the conversion from IP to Ethernet to ATM will remove Qos. I do not have enough experience to discuss this matter with them which is the reason for this post.

Is anyone else out there running QoS over a ATM network? Can anyone give me more information on ATM and/or QoS? Any additional information will be greatly appreciated. Thank You in advance for your time and assistance.
