QoS in this scenario

Here is the network layout.

cicso > Switch > Firebox x750e and 3Com 3036 router

We have 2 T1s bonded at the cisco (the cisco is the ISP's), that is plugged into a switch. From the switch we have the firebox for the firewall and all client traffic. The 3036 is used to create a tunnel for the 3Com NBX (GRE/IPSec).

We are having some issues with voice quality.
The ISP will not prioritize traffic based on the IP of the 3036...

What are some more options I have to get the traffic from the 3036 prioritized on the ISP's cisco router.
What else can I ask them to configure?
 
you can configure QOS for sure on the cisco device but if the ISP wont respect it...not sure if you will see a difference
 
The picture above shows the layout. The problem is the the users on teh Firebox are using the all the bandwidth leaving very little for the 3Com.

I think that I have to have the ISP provide some QoS on their cisco so that the firebox users do not walk all over my 3Com tunnel...

Here was their response to my asking for bandwidth reservation per host...

What else can I ask them to do on their cisco to help me with this?
 
well, i created a traffic classifier and acl to match any IP on int eth 2/0 and remark DSCP to EF.
The provider says that they will support that.

if thats the case, just do some rate limiting on the interface or SRR
