Qmail stripping Carriage Returns from Attachments

Is there any way to prevent qmail (or Linux) from stripping carriage return from attachments. My company uses a lot of files that are dos base and it would be too much trouble to have users use programs like unix2dos. Is their a specific method or command that I can use to prevent this from happening? Any help would be appreciated.
