qmail error - 553 sorry, sorry, that domain isn't allowed to relay

I setup a qmail server that can send and receive mail using pine. When I try to use Outlook to send mail, I get the error 553 sorry, sorry, that domain isn't allowed to relay. I have setup a tcp-smtp file. I tried to search for that error but all I get is a response in chinese.

Any suggestions?
 
tcp-smtp or tcp.smtp? Can you post the file or the lines that reference the hosts allowed for relaying?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
This is the tcp.smtp. 192.124.60 is my network, but my clients are on a private 10 network.

0.:allow,RELAYCLIENT=""
127.:allow,RELAYCLIENT=""
192.124.60.:allow,RELAYCLIENT=""
192.124.60.133:allow,RELAYCLIENT=""

I also added 10.1.1.:allow,RELAYCLIENT="" and rebuilt and rebooted, but it didn't help. I ran qmailctl cdb and here is the cdb section
