qmail attachment size

Can a raw qmail install regulate the size of attachments for sending and receiving? Also, per domain?

Example

domain A.
-receive 5mb
-send 3mb

domain B.
-receive 10mb
-send 5mb

I understand that, but how do I make different values apply to different domains?

you need to use something like vpopmail which enforces quota by domain or account. To my knowledge you cannot enforce attachment size by domain at smtpd.
