qcc message waiting light

I am not used to QCC Mode and have what I hope is an easy question. I have a customer we just put in a Merlin Messaging R4.0 with a Merlin Magix R4.0. They had QCC operator's before, so we kept that as is. The issue: at night I am sending 0-out's to ext. 100's mailbox (the main qcc operator), but the message waiting light never lights at ext. 100. Is this an issue with qcc? Do I maybe need to send the 0-out's to 9991 to get it to light ext. 100? Any help is appreciated.
 
My suggestion is this:

GET RID OF THE QCC - PERIOD

UNLESS YOU HAVE MORE THAN 18 LINES RINGING AT THAT EXTENSION, YOU DO NOT NEED IT!
 
I am trying to convince them of that, but unfortunately they are used to it and are hesitant to change.
 
Yes, usually the Main Operator is the receiver for the General Mailbox, 9991.

But, if they aren't using all the features of the QCC, you could see what they are using, and then more or less replicate them with a DLC, which would give you/them a great deal more flexibility.
