Q-sig calls getting rejected after it gets to the PBX

Has anyone ever encountered a problem like this ????

I have Q-SIG tielines talking to Cisco Call Manager to a 81c. When the CCM makes a LD call, the switch rejects the call or doesn't post it to the BARS/NARS so it can call through the PBX.

Here is the DCH log:

CAUSE: #42 - SWED EQIP CONGESTION????????????? I'm confused of what this message is.

cause 42 is usually the result of the NCOS or TGAR restriction from incoming trunk to outgoing route
