Python/Django - Shell Access

OK..I need some help and caught between my webhost and web design team. We have a dedicated server hosting but no shell access..just control panel. We hired a new team for webdesign and they are asking for the following open source software to be installed on the hosting server. The hosting provider has agreed to install the foll software.

PIl - Python - Django & SVN - DjangoAMF -
The web dev company is also asking for shell access to work on the above and the hosting provider cannot give this.

Has anbody worked on the above open source web technologies..Is there any other way to get this going without shell access.
 
That is really hard to tell without any details of the hosting environment! What OS does the provider run? If Linux or BSD, SSH access should be pretty standard these days. If Windows, you could do this with RDP.

Why can't the hosting provider give shell access? Are they afraid the web dev company breaks things? In that case, bring them together and have the web dev company tell the provider what they want exactly. The hosting provider may then be able to set up an account with minimal rights.

Yes it is a linux server and the webhost says no access period. I hate to move the host as it is a big work for me.

For PHP, there is phpmyadmin or similar tools. Is there anything for django/python etc.
