PXE Menu wont load

I'm having a problem with one of my sites where the ZEN pxe menu wont load even when you hold the Ctrl + Alt keys. It brings up the blue bar at the top for a split second and then it says:

Action: Localboot
ZENworks shutting down...

and then it boots windows.

This is not a problem at any of the other sites we've deployed zenworks 7, just this one.

Netware 6.5 SP5
Zenworks 7 SP1
EDIR Version 10553.37
This server had a read/write replica and the master replica is held on a server called edir-root which holds all of the master replicas for our organization. Let me know if you have any questions.

is there a difference in the PC model's being used at this site not working?

Do oyu have a server policy package setup with the PXE imaging policy configured?
