It normally means that the computer tried to boot from a hard drive and didn't find one. Then it tried the other boot options as specified in the BIOS and when it tried to boot off the network card, there was no connection or there was nothing bootable over the network interface (PXE boot).
Set PXE boot to OFF and see if it can boot from the hard drive. Otherwise, suspect that the hard drive is dead or not connected.
