PVN Ringdown key not ringing while on the phone

Hi: Can I change a ringdown PVN key to be able to ring even when someone is using the phone on another line. This PVN is the Fire Dept and rather important to us. There are 4 phones set up like this and all it takes is for one to be busy and the Fire Dept cannot get to us. The person on the phone does however here the familiar beep of another unknown caller coming in.

In CLS try changing BUZZ to RNGB. Then change the Buzz volume on the phone.
