PVM card small problem

Got a customer with a R4 acs and 4 mailbox pc voicemail card(small). If you call in and listen to the auto attendant and just hang up or not leave a message the VM will keep the line off hook and ring back to ext 10. If you pick that line up there is nothing there or you get a fast busy. It also looks like the VM puts the line on hold after a while. I tried to reset the VM card. It didn't work. Has anyone ran into this problem and if so how did you fix it. I will try clearing the card for my next step but wanted to see if anyone else knew a way to stop this problem. I'm guessing if I can't RESET the card then CLEAR may not work also?
 
The problem may actually be with your dial tone provider not sending you an open loop disconnect when the other party hangs up. So the Auto Attendant is still waiting for the caller to dial something, and finally times out and transfers to Ext. 10.

Try this: Call in from another telephone, answer the call live and put it on hold. Hang up the phone you're callin in on, and see if the line on hold drops or continues to hold.

If it stays on hold, contact the local telephone company that provides your dial tone.
 
Try looping an ext port to a line port, call the ext number you looped to the line port. Use a line port that is answered by the AA. Once the AA answers, hang up and see what happens. If it releases, then you should be able to assume the VM is releasing properly, so look somewhere else.
It may not tell you what the problem is, but it might eliminate a possibility. What is left is the problem.
