Putting Text Over a Flash Animation

Hi all,

I am trying to put text over a flash animation in dreamweaver but every time I preview the page in my browser, the text appears under the animation. I have tried fiddling with the z-index of each layer and I have tried just simply moving each layer around in the layer window, but nothing seems to work. Does anyone have any advice?
