Putting Group Policies in Effect

I have not used policies before and am not familiar with how to apply them. I followed the steps to create a test group policy but it does not seem to work. I have a strictly NT 4.0 network (server and workstations), am using Poledit, and attaching the winnt.adm and common.adm templates. I use Edit/New Group, supply the global group name, configure the policies and save the policy as groupname.pol in c:\...\import\scripts which is the pdc netlogon share. This is replicated to all bdcs. Perhaps I am not understanding the steps correctly. Could someone give me some tips?
