Google for 'talking animal effect' and there may be some ideas on how to paint a mouth. Talking animals have appeared all the way back in black and white movies.
I didn't choose the photos - my art director did. I duplicated the background, copied the lower jaw area, put the newspaper on a new layer, used layer mask > reveal all on the top portion of the dog to show the paper, then skewed and moved the lower jaw underneath. Softened the whiskers with desaturate sponge and some color burn - turned out okay - not as realistic as an open mouth dog could have been, but...
I'm still open to suggestions since I'm sure they'll have changes.
