Pushing a different firmware version to WLAN 2210 set

I have a 2210 set that I cant seem to download firmware to. I place a known good set in the HAT tool and read the set. I then copy the settings over and replace the good set with the one having the problem. I then try to write the settings from the good set to the problem one. It will write to it but it tells me that I cant add the license key 10>=97.055. The version on the good phone is 97.067. On the problem phone it's 97.040 and the license key that's already on it is 10<97.055. I have almost NO experience with the WLAN sets other than basic configuration on the newer 6120 sets. The customer is trying to update the phone's firmware in order to change the SSID to the SSID of a newer base. Any ideas? Just by looking, I figure that the error is occuring in the license since the good one is set for 10>=97.055 and the firware is in a range greater or equal to 97.055 and the problem one is set for 10<97.055 and the current firmware is 97.040 but I dont know enough to say anything for sure other than it's not letting me copy the license. Where does it get its firware from? I know in the newer USB HAT that there's a place where you can specify a path to access the firmware file but I dont see anything like that in the older HAT. Again, this is on the old HAT (serial connection). Any ideas or suggestions would be most appreciated.

The W2211 phone gets the firmware from TFTP server. DHCP string Option 60 points to TFTP.
