Push Mail gives same mail to all devices

hi, long time lurker... small time poster

Here is the issue, I cant for the life of me work out what I have screwed here.

OWA works fine (no SSL)
username bill / Billspassword, displays Bills mail (good)
username Fred / Fredspassword, displays Freds mail (good)

Mobile 5 PushMail
username bill / Billspassword, push and sync Bills mail (good)
username Fred / Fredspassword, push and sync Bills mail (not so good)

Common denominator is I used bills account to test all devices so maybe I need to wipe the device, but that brings a new issue. I have installed the mobileadmin util but it does not display any transactions or allow me to select a device to wipe.

Any suggestions guys and girls?

Solution to both problems - set a password on the device, get it wrong 10 times (depending on setup) and it will wipe anyway. Then set them up without Bill.

Done.
 
Set Enforce password on device to enable, wipe after 4 unsucsessful attemps.
No anonymous access to active sync
Policy comes down to the phone and makes me set a password
Then if I get it wrong twice it warns it will lock the sim if I get it wrong again.

Even if I hard reset the phone, it seems the server remembers the device ID.

Going to hunt the registry on the exchange server for phone entries and try and manually blow them away.

OK a hard reset of the device seems to work as I still cant get the Mobileadmin util working.

Now at least I can stop cross pollinating users mail and calendars :)
