Purchasing workflow not allowing Non Stock items

i created a workflow and the non stock items are causing requisition not to be aproved giving an error message that says. Non stock item cannot be inserted in detail line. Accpac 6.0 SQL 2008,

yes they are alolwed in PO. and in IC also receiving of non stock items is allowed
