What happens if I buy a 10 user licence but actually have 13 Exchange mailboxes that I want scanned?

I would say yes, it will. I used the Trial for over a year and it works great. I had 15 license for symantec anti-virus but I had more than 15 clients installed and it had no issue.
If you have 13 mailboxes to protect, then you need to purchase 13 licenses from Symantec.
Whether or not it works is moot, you will not be abiding by the license agreement if you don't purchase enough licenses to cover your mailbox needs.
