Pulling records by time

I need to select records based on the hour:minute portion of the date time field. The field is year to second. I can set up a query with dynamic dates, but is it possible to pull specific times, for example 08:15 to 17:15 in a given week, month, year, etc., without the user having to input the entire DT field?

A starting point:
WHERE EXTEND(DateTimeField, HOUR TO MINUTE) BETWEEN '08:15' AND '17:15'
