Publishing with Commerce Server 2002

This is off of a clean install. It created the web folders 'blankbizdesk' (which I run the BusinessDesk App from) and 'blanksite' (which I assume is where my catalog should get published). I have a catalog created and ready to publish in Commerce Server 2002. According to the Help file, I just click 'Refresh' and voila! the site should be published to the web. But no, that's not the case. Nothing gets published, no files get created. Nothing happens. Am I forgetting to do something here?
