Publishing VB 2008 windows application

I'm trying to publish a windows application that works fine when I build it in Visual Studio. But when I try to install it I get a blank error message box with a big red circle X in the middle with an OK button. I thought it might have been something I coded wrong, but it seems that as soon as I add a dataset with a connection to an Oracle database, the published app won't install. I built a test app with just a form and a dataset (no code) and the published app won't install. There isn't any error code or message, so I'm not sure what's causing the problem. Any thoughts on what the problem is?
