Publishing problem also

I have had a personal website for four years and everything was fine. A month ago I changed to broadband and have since had problems. Three weeks ago I could not publish...the pages icon keept flying across into the folder but nothing happened. Even tried to publish one word "hello" on a test page and NO GO. Fiddled around and don't know what I did but I got it to work. Two weeks ago ...same think occured.
I uninstalled Norton and left AVG on and it worked.
Now it is not working again and I don't know where to go from here. I contacted my server and they say it has nothing to do with them. Is this a security problem or maybe a browser problem. Any help appreciated. Thanks.
I have 98 Windows 2000 Front Page.

I never use publish since mine didn't work either. I just copy and paste the changed pages from my computer to the server and it works everytime.
